Do you think Captain America could understand why Batman doesn't kill The Joker? Why?

I think that Cap would wonder why the Batman has sacrificed countless lives, allowing such a monster to roam free when someone like Cap would act as a TEAM LEADER, get his friends and warriors and go capture him. Yes, Polly Pedant, I know that the Joker is a super-genius, but he’s NOT more super-genius than Batman, Wonder Woman, Superman, Green Lantern, Flash and Cyborg. Those guys —specially the three super-DUPER heroes (Diana, Clark and Barry) who could be in and out with his body in a flash.
