Definitely, the person that doesn't have control of their animal. Your dog was on a leash and would never have had an issue if the other dog was under the owner's control. The other dog should not have been in your and your dog's personal space. Period. Most dogs will react territorially if another dog comes into their space, especially if this was an unknown dog. You, as the much loved herd member, were likely being protected from the other dog as well. I do not know how the other dog approached, but if it ran right up then it is especially bad. It is very common for a dog to consider the action of a strange dog just walking up to them without the normal dog “introduction” a threat. By introduction I mean butt sniffing and figuring out the pecking order and such. You wouldn't come running up on some random stranger without the other person being concerned about your intentions and it is no different for a dog. If your area has a leash law then the law is also on your side without a doubt. If there is no leash law then the situation is open to interpretation, but I would still feel confident that most would agree. People often don't stop to think about dog etiquette anymore. It's a shame. My parents taught me how to properly approach and otherwise interact with all animals always. Anyway, best of luck to you.
